I think there are a lot of things much more risky that giving a good franchise qb a normal starting qb 2nd contract.

Maybe it's just me, but I define a good franchise QB differently than you do. I don't consider Tier 3 or the bottom of Tier 2 QBs to be franchise QBs. Others may. I just wouldn't build around them unless they were cheap.

Correction: On the names who consistently win, your previous list was good. It's not just 3. Which means you can add Manning and Wilson to it.

I couldn't tell you the record of teams that keep searching. Teams rarely do that. They instead latch on to a QB and overpay him and then realize a year or two later that they're saddled with a contract they don't want. And the consistent bottom-dwelling teams aren't good test cases because the organizations suck with bad management and bad drafting. So I can't think of a team that has tried my theory.
