Some people say the Rams either ARE doing that (which is what the people saying that WANT them to do) or that they SHOULD do that.
I have been saying for weeks now that I don't believe the Rams are doing that or would.
But if they are acting in good faith, which is the supposition we both share, THEN, they know they can afford him. They know the market. They know what a player at his position, who is also the best at his position, commands in this market. They know what one of the 2-3 best defenders in the league commands in this market. It's somewhere in the 20-25 M range. So if they are negotiating they know what his range is and THEREFORE must also know they can afford him.
