It is quite possible that the Rams have offered Donald market value for his services and Donald's pos agent turned it down for whatever reason. That will eventually make it's way to the locker room and when it does the 'dithering' we see will send this message: don't hire Donald's pos agent.
I don't see anything remotely like that happening. As a rule you just don't see players saying "he turned down a fair market contract!"
You dither around with a player by making him play for you for far less than market value. That tells your team that when your best player is up, you don't pay him.
If anything the far more likely thing to happen is that the Rams would lowball Donald. We know they did that with Jenkins. The year Jenkins was a FA Norman got `15 M and Slay with Detroit got 12 M. Jenkins got 12 M with the Giants. The Rams offered him 9 M.
And btw this is not the first negotiation for Donald's agent. That agency has been there and done that before.
I should add that Donald is not the first player who took advantage of the new rule allowing first round picks to re-negotiate after year 3. In every other case, the team extended the player.

Teams giving highly-accomplished first-round picks extremely early extensions haven't exploited their leverage. Cowboys center Travis Frederick, Panthers inside linebacker Luke Kuechly, Cardinals cornerback Patrick Peterson and Texans defensive end J.J. Watt became the highest-paid player (by average year salary) at their respective positions. Each player received All-Pro honors in two of their first three years, just like Donald.
