Goff's cap hit in 2021 is almost $35M, but it actually goes down every year after that, to $28.5M in 2024.
I don't think the Rams feel that Goff is providing sufficient value to justify that $35M contract. He's not playing as well as any of the first 6 names on your list.
Also, I doubt that Lock, Trubisky, Jones, or Darnald will garner contracts in the $35M range. Prescott will. The others you mentioned are a year or two away from extensions.
