To be honest I don't know where the "doesn't do progressions" idea even comes from. We've seen him go through progressions. We also see him do what all qbs do--and which Warner for example was especially good at--using his pre-snap read to single out who has the best match up situation and hone in on that guy.
He did have 2 games where he fumbled a lot. IMO they fixed that. I thought it came from him pressing to make plays when he shouldn't. Since the last of the 2 especially bad games where he had 7 turnovers, he did stop pressing and would instead take the sack, or run (and then slide when running), bail on the play, find the check down, or throw it away. Result? 3 INTs in 6 games played including 2 playoff games, one in which the Rams OL was being beat like mules.
In terms of zero pressure defenses and blitzing the Rams are very effective against the blitz. After the Miami game other teams tried blitzing them a lot (especially Seattle and Arizona) and it got them killed. Goff has a very respectable 101.0 qb rating against the blitz.
