the bio may be incorrect but it directly contradicts your assertions.
you said...
"Does not mean he makes the personnel DECISIONS". the bio directly states, "In his role as general manager, Snead partners with Head Coach Sean McVay to direct all personnel decisions"
"He actually has nothing to do with football operations" again the bio states, "Snead coordinates all aspects of the club’s football operations with the head coach"
further i said nothing about "unilateral" or "uber" or "sole decider". i agree it is a collaborative process but when somone needs to make a decision its snead imo.
finally im fairly sure i know what direct means, but just to be sure i looked it up.
verb (used with object)
to manage or guide by advice, helpful information, instruction, etc.:
to regulate the course of; control:
verb (used without object)
to act as a guide.
to give commands or orders.

it seems fairly obvious that "to direct" suggests a leadership position.
incidentally, im not sure how direct differs significantly from oversee as the definition actually includes the word direct but ok
verb (used with object), o·ver·saw, o·ver·seen, o·ver·see·ing.
to direct (work or workers); supervise; manage:

the exact opposite of what you just claimed but whatever.
In his role as general manager, Snead partners with Head Coach Sean McVay to direct all personnel decisions for the club. In addition, Snead coordinates all aspects of the club’s football operations with the head coach. He also joins forces with C.O.O/Executive Vice President of Football Operations Kevin Demoff and Vice President, Football & Business Administration Tony Pastoors to direct the team’s business ventures.
Red bits. That doesn't put him in charge of anything but the personnel dept.
Personnel? He coordinates and organizes personnel discussions, he does not unilaterally make the decisions.
Directing the decisions means directlng the process, makes him an organizer not the sole decider.
I don't know why you want to against the grain on this. We know Snead is not an uber GM type. You misconstruing "directs" doesn't change that.
Compare that to this, from the Eagles on their GM Roseman:
Quote
Howie Roseman, Executive Vice President/General Manager, is in his 20th season with the Philadelphia Eagles. Roseman’s role within the organization is to provide perspective to both football and business decisions that help shape the franchise. In 2018, Roseman built a team that navigated several key injuries on the way to winning a Wild Card game against the Chicago Bears and advancing to the NFC Divisional Round. Roseman’s moves paid dividends when the Eagles captured the first Super Bowl title in franchise history with a 41-33 victory over the New England Patriots a team that navigated several key injuries on the way to winning a Wild Card game against the Chicago Bears and advancing to the NFC Divisional Round. In addition to 2017’s acquisitions, Roseman has overseen the reshaping of a roster that included two separate trades that allowed the Eagles to move up in the first round of the 2016 NFL draft to select North Dakota State QB Carson Wentz.
In addition to overseeing the team’s roster moves, Roseman is also responsible for establishing the organization’s scouting and personnel department, as well as overseeing the executives who specialize in analytics, sports science, player engagement and NFL compliance.
