Meaning he directs the personnel department. No one tells him which scouts to hire or how to conduct personnel meetings and so on. That's his department.
Does not mean he makes the personnel DECISIONS the way an uber GM like Poilan did.
He actually has nothing to do with football operations. The off-field business side of that is Demoff, and the on-field coaching side of that is McVay. For example, McVay has final authority on who makes the 53. He can consult all he wants with coaches and the GM but it;s his call.
No one with the Rams makes unilateral personnel decisions when it comes to acquiring players. Their work is to be on the same page. We don't even know whether it's the coach or the GM who has contractually granted "final say" in personnel decisions.
I doubt that means they meet and okay every single UDFA signing, but every single UDFA signing has to at least meet the kinds of specs they all agree they want from certain players at certain positions, which means the GM has to know what the coaches want and the coaches have to communicate it.
In terms of the draft, they rank the board as a group--GM, coach, scouts, coaches.
