Apparently not, since I just disagreed with someone who was claiming that.
I disagreed (respectfully) with this comment:

You then said yes he does run the personnel dept.
I then said I wasn't talking about that I was talking about running the team.
You then said no one said he's running the team.
Well yeah they did and that's what started this exchange.
