In his role as general manager, Snead partners with Head Coach Sean McVay to direct all personnel decisions for the club. Red bits. That doesn't put him in charge of anything but the personnel dept.
Personnel? He coordinates and organizes personnel discussions, he does not unilaterally make the decisions.
Directing the decisions means directlng the process, makes him an organizer not the sole decider.
I don't know why you want to against the grain on this. We know Snead is not an uber GM type. You misconstruing "directs" doesn't change that.
