I say all the time that the hang-up might be structure. But that's not what many posters I am responding to who think he can or will be tagged are saying. For them it;s the amount. That's what the posts are saying. So this discussion here was about, can they afford him over the years.
That's one issue to discuss. Can the Rams afford Donald?
Structure is certainly another issue.
Often though some guys who raise the structure issue do so because they think the issue is "who is to blame for Donald not being signed" and they use structure to say Donald is at fault. I think that way of putting it, to the extent it exists, misunderstands the entire structure issue. '
Anyway that aside I am one of those who brings up structure regularly as an issue. Here's the most recent of many many times where I pointed out that structure may be the issue (going back to last year). These are just a few examples.

It's also understood that the market has a say in this and the market sets AD's value as somewhere in the 22-25 M range. The real issue will be structure and guaranteed money etc.
