So, does one believe that McVay and Snead know what they're doing and can evaluate a player/situation, or does one believe that they are willing to pay a huge price AND misdiagnose the situation? I have no delusions about McVay being perfect but I find it very hard to believe that he would make this big of a move regarding the most important position in football without being pretty sure about Goff.
That's really the bottom line. In order to take the position that Goff was not the primary problem, you would essentially have to believe that McVay and Snead just don't know what they are doing, and that -- despite their being closer to the situation than anybody on the planet -- they can't see what some fans claim to see.

I also have a strong suspicion Snead and McVay aren't just evaluating the 2020 season and the supposed 4 bad games. I'm sure they're evaluating everything Goff has done since McVay became head coach. I bet they've considered the reasons why Goff's performance has actually been trending down since 2017.
