If so, that would either be dead battery or starter is stuck or going out, imo.. As 21 said, should be ok to jump start.. Even if it was the alternator, that just re-charges your battery and runs electrical stuff while you drive. jumping your car won't affect the alternator..
My first guess is the battery is dead, or low.. you could try hitting your headlights or something (after turning your key to the position necessary to do that, which may also loosen your steering wheel from being locked) but even with a dead battery the lights may come on - battery would have enough juice to power lights, but not crank the engine, which takes lot of power..
It could also be your starter is stuck or has a problem.. One of my old trucks would do that and there were a few times, due to it being a standard, that I'd inadvertently kill the engine at red lights and it wouldn't start.. I'd just keep trying until the starter caught - or might even go out and push the truck a little bit to get the starter off its current position.. I eventually got it fixed.. the mechanic know a way to fix it for about a dollar - he just installed a clip like thing on it..not sure what it did, but it sure worked..
Years ago I bought one of these gizmos, which allow you to jump your car just by attaching it to your battery - you don't need another vehicle or cables.. As long as it was charged, it would jump my car 3-5 times before needing another charge.. it will also charge your USB devices and phone, I think.. With the TR7 I had a dead battery and I'd use this gizmo to jump it, drive all over town, and if I had to go in somewhere, I could jump it again with the gizmo, if necessary.. I highly recommend getting one of these.. you may never need it, but if you're stuck somewhere (and that's a big deal for me without a cell phone) they are worth their weight in gold..
