I'd have to agree that it's better to live in a neighborhood that has one.
My current neighborhood is non-HOA. It's a nice neighborhood and, for the most part, we haven't had too many issues (but we've had some). Like you said...all you need is for one homeowner to not care and things can go downhill pretty fast.
