My street does not have one but I sure wish it did. Next door, I have a neighbor who is CONSTANTLY pulling trash from her car. She'll set it on and around the car. I'm talking 2-3 times a week. Often, she will leave garbage in the area for her, also grown / 60something Brother to pick up or her 92 year old Dad. The house next to them is a Rental (Say no more) They have had three orange soda cans sitting right in the middle of their front lawn for about 2 weeks. The Wife and I have often talked about remodeling our Kitchen, removing popcorn ceilings and a few other costly things. But we both have agreed to wait out the direction of our street. I am NOT gonna make the same mistake I did with my first house. Pour TONS of $$$$$ and heart n soul into it and then LOOSE a ton of money because the area gets infested with too many "Summer's Eve" POS people. The sweet lady who lives on the other side of us is in her mid 80s and in questionable health. The house next to her is for sale after it's Owner passed away. When we moved in 12 years ago, we were just one of 3 houses out of the 15 on the street who had not been here since they were built in 1981-83. Those numbers are fading. I LOVE LOVE our house. Already a TON of sweet memories. But I have told my Wife...If we move, we are OUT of Jacksonville and headed for the sticks. My current neighborhood is non-HOA. It's a nice neighborhood and, for the most part, we haven't had too many issues (but we've had some). At one point, we had a surplus of $25K in the account and discussed improvements we could make with the money.. I suggested turning one of the storage rooms by the pool into a bathroom, which everybody liked.. We "elected" a new president, who only served about 6 months.. Then he moved out of the neighborhood.. At the next board meeting they mentioned we actually had a shortage and needed to raise dues.. I asked where was the surplus and nobody had an answer, nor did they expend much energy into finding out.. everybody knows the president guy who moved took it.. Why they didn't go after him is a hotly debated subject..

Its kind of a joke, which is why nobody goes to them.. I mean......What the hell happened??? I remember when I was a kid in the 70s, EVERYONE gave at least HALF a damn about their houses and property. Every block had maybe that one yard that looked like garbage. I'm blessed to live on three acres, so the nearest neighbors are probably 75 yards away, and the next nearest close to a quarter of a mile. And there's plenty of trees and brush between us, so I don't have to be concerned about what they do or how their yard looks. The only thing is it's a big yard, and I'm not sure how long I'll be able to take care of all of it, but I may live here until I have to move to a retirement village or something like that.

HOA's are a double edged sword. They won't let you do just anything you want, but they won't let your neighbors do just anything they want. They change yard people frequently and don't enforce bad work.. I hafta leave the back gate unlocked every day cuz they never say then they're coming and the HOA doesn't require them to.. half the time I come home from work and the gate is closed and the yard unmowed.. I put a camera up and the yard people simply shut my gate, then claim I didn't open it for them, meaning I don't want them to mow..

I've taped notebook paper size notes to their windshield (while parked in front of my house while mowing) to mow my back yard and seen them rip it off and throw it out.. HOA does nothing.. but good lord make an outdoor improvement they haven't approved and they pitch a fit.. funny thing is they are not a legal HOA.. so, they do what they want and refuse to do anything they don't want by constantly playing that card..
