At least, that is, based just on this report. It may not be accurate. But if it is, the Rams need to treat this like any other player who refuses to honor a valid contract. Fines, withhold paychecks, until he shows up. And keep the offer out there to extend and improve the contract. I will withhold any further judgement on Donald, but if he doesn't show by game one, I, as just one fan, won't be cheering for him.
