I can't imagine Fisher was not involved whatsoever cuz Jenks was one of Fisher's pet CBs that slipped to the 2nd. I think they just valued Tru more and demonstrated it by paying Tru 33m over 2 yrs while letting Jenks walk into a ProBowl the following year with the Giants.
In 2016, Jenks was not retained for whatever reason.
In 2018, Watson was not either...for whatever reason.
I don't think things like that are accidents.
The staff is making their choices/values, etc known by their actions.

An alternative theory is that they tagged TruJ b/c they thought he would be easier to sign to a long term deal.
In light of the fact that Jenkins explicitly said he felt insulted by the $9M offer, that would have been a reasonable assumption on the Rams part.
I recall reports after the tag was placed stating that was likely the reason they chose TruJ.
Also, we do know some things about Fisher's involvement in the JJ incident b/c there have been reports about it.
It was reported that Fisher gave the edict to resign him and then went on vacation. It was reported that Fisher was very upset upon returning from vacation that JJ's extension didn't get done. All of this stuff was reported during that time period.
It was reported soon after Fisher was fired that there was a rift that had developed between him and Snead and the JJ contract may have been the beginning of that.
Reading all of the bread crumbs, it appears likely that
something went wrong around the JJ free agency incident.
I know it feels best to assume that they do everything deliberately and perfectly but sometimes mistakes are made. Everything is not a strategy.
