Right now I think it probably is. If Goff shows over the next one or two years that he is definitely a top-5 guy?? I say max-him.
But it's close.
Here's the thing though. When qbs come up for their second contract, it has nothing to do with how productive they are or how high they are ranked. That kind of thing only builds in small variations from qb to qb the real question is, do you want him to continue starting, or not. Or, do you want to buy him as a starter. Either way if the guy's original team won't pay him in that range, another team will. Or if you are acquiring a young qb in free agency? He gets paid as a rule within that range too. So if it;s yes you then find out that there's a market out that determining how much a starting qb up for his 2nd contract gets. Plus that 2b number goes up every year. When Wilson came up in 2015, it was around 22 M. When Carr came up in 2017, he got 25 M. Now Garoppolo in 2018 got 27.5 M, and Cousins got 28.6 M. So the range now is around 27-29 M. Is Cousins a more productive qb than Wilson was? No he just came up a couple of years after Wilson so he gets slotted for more.
