The problem with this logic is, your attempting to use your grading standards but someone else's benchmark percentage. It has to stay consistent. As an example, under that 40% benchmark, the standards that person was applying may and likely would include a player like Jamon Brown in the hit rate.
For all we know on your standards, a 15% hit rate is good. Or 20% or 25%. Really who knows because there have probably been no studies done on how good teams are drafting based on your standards. And I'm assuming you haven't done that study because if you had, you would have told us what an average hit rate was based on your standards and what a good hit rate was.
This is not to say, that based on your standards Snead is doing a good job; it is to say that we don't have enough information yet.
