Can look at this question a few ways.
How good is a Rams draft as a whole?
There has been 1st round busts and 1st round wins. Is a 1st round bust equivalent to drafting poorly by trading down a 2nd rounder for many picks?

Ultimately, I view the draft as a numbers game after round 2. So the more draft picks you have in rounds 3-7, the higher hit rate you'll get for a winner.
If your team can't draft well in general.. like the Jets, then it doesn't matter.
