That is exactly the point!
Suppose the Rams are on the clock with pick 36 and their top 8 players all have the same grade based on the Rams' grading system.
New Orleans, based on their grading system, has one guy on their board who they think is clearly better than anyone else who is left. They have pick 40 and they call the Rams to ask about moving up. They offer pick 40 and pick 115 in exchange for pick 36.
Why wouldn't the Rams do that, knowing that they'll still have at least three of their guys left when they pick at 40?
Your example is a good one and would be hard to pass up. If they can trade down and STILL get one of "their" guys I get it. I just don't think it's always the best idea.
If you are only trading down 4 spots AND get pick 115? That's hard to pass up. But, if they trade down from 36 for pick 75 and a 6th, I am not sure I would like it.
As I said, I am just not that confident in Snead/McVay to make the right picks after that Tutu fiasco.
