That is exactly the point!
Suppose the Rams are on the clock with pick 36 and their top 8 players all have the same grade based on the Rams' grading system.
New Orleans, based on their grading system, has one guy on their board who they think is clearly better than anyone else who is left. They have pick 40 and they call the Rams to ask about moving up. They offer pick 40 and pick 115 in exchange for pick 36.
Why wouldn't the Rams do that, knowing that they'll still have at least four of their guys left when they pick at 40?
