That is exactly the point!
Suppose the Rams are on the clock with pick 36 and their top 8 players all have the same grade based on the Rams' grading system.
New Orleans, based on their grading system, has one guy on their board who they think is clearly better than anyone else who is left. They have pick 40 and they call the Rams to ask about moving up. They offer pick 40 and pick 115 in exchange for pick 36.
Why wouldn't the Rams do that, knowing that they'll still have at least three of their guys left when they pick at 40?

Ultimately, it comes down to whether Rams trust their evals or not. If their evals are typically reasonably accurate then they should always go for it in favorable scenarios. If their evals are typically inaccurate, then why would those scouts still have their damned jobs anyway?
Fans expecting 100% accuracy in evals are running their own private fools errand. All drafts are loaded with risk.
