In '19 the Rams had Kupp, Woods, and Cooks as their top 3 WRs. And I think Cooks offered something that Kupp and Woods didn't so they already had some diversity in their WR room. I don't see that with Kupp, Woods, and Jefferson.
Seeing how Metcalf was the 64th overall pick in the 2019 draft (and 9th WR taken) maybe the Rams just preferred having an established speed guy as their alternate skill set over an unknown commodity? After all, it seems that McVay was still trying to recreate his Washington offense in LA back then, and that offense needed a speed guy (think DJAx, 2014 version), not a Metcalf (or Robinson) type.
Granted, Metcalf would have bought yet another skill set to the position. But he would have been the #4 WR on that team, playing a role that McVay wasn't looking to deploy.
But now it's 2022. Perhaps McVay's scheme has evolved in three years to the point that Robinson is more of a priority today than Metcalf was then? Or perhaps Robinson is simply a better fit for Stafford than Metcalf was for Goff?
