I think it more likely that the 'bad' was always there, at least in part, just like the good is still present... in part. IOW... I'm not 'sure' that Goff changed as much as other factors.
The line drawn with before the 2018 bye and after is easy to explain.
First it's important to say what it was. After the bye JG is inconsistent in ways he never was the entire 2017 season plus before the bye in 2018. That's just true and it happened. But the key term is inconsistent. Sometimes within games, sometimes from game to game.
But again it's easy to explain.
After the bye in 2018 the Rams played Det and Chicago, 2 defenses that had the Rams offense figured out and played them a certain way, including, and this is one of the keys, throwing coverages at Goff he had not seen much before.
There are other factors too, all of which had an effect on Goff too.
* After the Phil game Gurley was out or less productive in general.
* In that same periold McVay struggled adjusting to those Det/Chi inspired defenses (including in the superbowl)
* That same period corresponds with 2 different sets of OL issues. First, Sullivan radically declined and basically that exposed Blythe too. Then in 2019, you have a new center who is adjusting to the game (though showing promise) and Blythe out, which means an entirely inexperienced interior OL
* In 2018 they lost Kupp in those games.
