That does not mean he ranks the board, he makes the decisions unilaterally, or that they do not depend on a collaborative process.
They are unrelated things--organizing and "chairing" the draft day proceedings, and planning personnel strategy and ranking players (all of which happens long before draft day).
Imagine for example Snead just suddenly trading down without discussing it or without making sure there's consensus on it. That ain;t going to happen.
