I think Fisher had the final say and used it for some of his favorites like Joyner.
Snead wants to be and strives to be on the same page as the coach. While perhaps he has the final say now it is really a moot point. Snead has process in the draft where he involves the coaching staff after the scouts have done all tine initial work in evaluating the prospects. So you are right he doesn't make the decision in a vacuum and he has consensus on all of his picks with McVay.
But at the end of the day Snead is responsible for the roster construction. If we strike out on players and the roster doesn't have the talent to win it falls on Snead.
