Any good organization- football, business, etc.- has to have
a very clearly articulated framework for how they make decisions. Does Snead just decide and announces solo? Does he gather input from individuals (scouts,McVay) and decide? Consensus? By majority? Designated to specific individuals (which player at X position do you want,coach?)? Etc. And that can vary by situation. But I am 100% sure that internally that process has been clear from the day McVay was hired.
I can be totally wrong, but my impression all along has been, as others have said, that Snead and the scouting staff gathers what types of players at each position McVay and Wade want early in the process, go find and discuss those with them, etc. I do not think McVay is stacking their draft board side-by-side with Snead the week of the Draft. He has so much else to do I just don't think that's happening.
