I can be totally wrong, but my impression all along has been, as others have said, that Snead and the scouting staff gathers what types of players at each position McVay and Wade want early in the process, go find and discuss those with them, etc. I do not think McVay is stacking their draft board side-by-side with Snead the week of the Draft. He has so much else to do I just don't think that's happening.
That sounds right to me and fits what we hear. And in terms of what we hear, it's a lot. All the major participants--Demoff, Snead, McVay--discuss this independently in different venues and on different occassions. And each year they do that again so a long record builds up. We also hear bits from Kromer, Wade, and Pleasant. On top of it, outside reporters have been invited in on a couple of occassions, and then a guy like Simmons also discusses the process. Simmons is a company man and he's not going to raise controversy, but still if you blab at length about something you saw, at times a bit here or there will drop out, whether you mean for that to happen or not. So we actually get a lot of info on this, both from inside and outside perspectives.
And--from what we can make of all that, what you say there appears to hold up. The Rams draft process doesn;t consist of unilaterially imposed decisions. It grows out of discussing stuff. In fact that's a McVay thing too, not just a Snead thing. McVay makes it clear that players have input. The players say that's real and refreshing and unique. Snead and McVay (and Demoff) talk the same way about the draft process. All sorts of opportunities exist for both scouts and veteran coaches to talk things through. I doubt McVay works one way in one context (meetings with players) and another way in another context (draft discussions.)
