I agree with a lot of your suggestions on how to use him.

Fact is, though, he's not really being paid like a top WR.

Going by average amount per year, TA is in the 10.5 M range. That's 2nd tier.

The top 5. WRs are in the (on avg.) 14 M or more a year range. The top 10 avg. around 13 M.

That of course has nothing to do with how the should use him. It's just a minor point about where his contract ranks.
