IMO? He can't. I don't know if McVay really expects that but if he does my bet is he will be disappointed.
Tavon obviously has value but it's not as a pure receiver. There's just things he can't do that you have to expect from a receiver.
Various people have tried to say no it's the coaching. I never buy that. Different coordinators have already found out there's a number of ways to use Tavon but counting on him to give you the whole package you expect from a genuine receiver is not one of them. If he had the skills to do more than that he would have already done it. He just doesn't, and it's visible.
Which again is not to say he lacks value as a weapon. You just have to use him to be what he is and not expect something he isn't.

It’s true that when Tavon was drafted he wasn’t a pure receiver. He was very raw in things a receiver should do such as route running.
However, that was several years ago. He WAS expected to develop those skills. And he has grown some in those areas.
I believe they are expecting continued growth from him in the WR skillset. If he doesn’t show more this year, it will be his last in a Ram uniform.
That said, I’m optimistic that he will demonstrate continued growth and that McVay can get more out of him. I envision him returning to 2015 production at a minimum.
This is my line on him and we can if you want have a gentleman's bet on it.
My view: he is not, and never will be--because he does not have the full range of skills to ever be--a pure receiver.
Just watch him and think of all the things he can't do that you normally expect a receiver to do, like for example catch outside his regular catch radius (which is not big) or adjust to the ball in the air. Let alone master the entire route tree.
It's like throwing to a back. It has to be within his catch radius in stride and he can't work to snag an "off" pass. He has none of those instincts and none of those skills
He does have skills. Just not an abundance of THOSE skills, ie. what you expect a normal pure receiver to have.
