I agree with a lot of your suggestions on how to use him.
Fact is, though, he's not really being paid like a top WR.
Going by average amount per year, TA is in the 10.5 M range. That's 2nd tier.
The top 5. WRs are in the (on avg.) 14 M
or more a year range. The top 10 avg. around 13 M.
That of course has nothing to do with how the should use him. It's just a minor point about where his contract ranks.
TA is 13th highest paid WR according to Over the Cap. That would qualify as top tier salary IMHO.
It's even higher than the upper half of the first 32 WRs. So... he is being paid more than at least 19 other #1 WRs.
You can debate if that's top tier money if you want to but based upon what I've outlined above, there's not really any facts to say he's not being paid top tier $. In fact, there are approximately 190 NFL WRs in total. His pay is in the top 7% of all of them.
Regardless, I just want him used a lot to see if he can improve the team with more use, or not. If after 2 more years he's not making a huge difference then time to cut ties if financially reasonable to do so.
I look at the numbers. He;s not top tier. They quite obviously deliberately paid him below top tier.
And yes there are facts saying he's not top tier, I just gave them. From what I see of those contracts he is second tier. So yes there is a debate and yes there are facts counter to your position.
In general, according to how he is used, they did better in 2015 than in 2016.
However I never believe you have to dictate your philosophy on either side of the ball according to which player gets paid what.
ALL a contract represents is what it takes to keep a guy v. letting him go. That's it. There's no formula that says for a receiver for every million dollars you need x amount of catches etc. That's how things get discussed sometimes, but it's not real. The contract just represents what a guy could get on the market and therefore what it costs to keep him.
