The stats that you posted showed Goff in the middle of the pack under pressure. That simple metric shows there is opportunity for improvement for Goff.
Another site ranks Goff "below average." [

Jared Goff (Los Angeles Rams) - Goff averaged 5.31 yards per attempt against pressure, which just edged out Tom Brady. Goff's accuracy under duress left a lot to be desired. He completed just 41.3% of his throws, which was the fifth-worst of all qualified passers. While Goff is still young and growing as an NFL signal-caller, Sean McVay may need to rely on his fourth-year QB even more with the unsettled status of RB Todd Gurley's knee. What I've found interesting is that the four teams with OLines ranked just ahead of the Rams (Rams were 2nd from the bottom) had QBs who performed across the spectrum. In order they are Bengals, Chargers, Jets and Seahawks. Yet their QB's performances were across the spectrum. Wilson ranked 4th, Rivers 13,
Dalton at 26, Darnold at 32. This proves that there is more to QB performance than a bad OLine. It also tells me that Goff is a good QB, because as you've repeated ad-nausem, a bad OLine affects QB play. Goff, and his team, have risen above adversity. This shows that Wilson rose above adversity not only in 2017 but also in 2019. Wilson was sacked 54 times last season. That's just above 3 sacks a game. That eating a lot of dirt. Yet he rose above it, again.
Football Outsiders ranks Goff in the middle or below average in many categories. [

We're aware that there are some harsh Goff critics. As quoted earlier, one guys said that "Goff is the best practice QB in the league." He was saying that Goff chokes under pressure and he can only perform well when he has an outstanding OLine. That opinion is wrong, but some people form an opinion and won't change.
I came across another harsh Goff critic. This guy said, "There's a million things." (The Rams need to improve upon). He also said, "(Goff)... needs to distribute the ball better." Other people, including McVay, have said the same thing. [

While the first statement I quoted above was wrong, I believe the 2nd harsh opinion is correct. Goff can improve his QB skills from mental to physical to methodological. At least that critic believed it was possible for him to do so, just as I, McVay, and O'Connell, and most of the rest of the football world believe.
A responsible QB works to improve his game top to bottom. Having a good OLine makes it easier, having a bad OLine makes it more difficult, but just as the stats show, having a bad OLine does not preclude an equally bad QB performance as Goff, Wilson, and Rivers show.
