One stat I like for judging OL performance is the ESPN Pass Block Win Rate metric. They take the player tracking data from Next Gen Stats and measure if a blocker is beat before 2.5 seconds(Loss) or after(Win).

In 2019, the Rams are at 54% which ranks 24th. 1st is the Packers at 68%, 32nd is the Bengals at 41%, 16th in the Jags at 58%.

In 2018, the Rams were 1st at 62%.

So, I think there are ways of judging the performance. The PFF grading system is solid and the ESPN Next Gen Stats are worthwhile.

Which doesn't help with addressing the issue of inconsistency, which is game by game. Unless those sources do stats by the game.

I would see it this way.

2017. Solid decent pass blocking OL. Stats will bear that out.

2018, first half. Same as 2017.

2018, 2nd half. OL is up and down, collapsing against some strong Ds but playing decently well in others. Not all defenses are capable of doing what Detroit, Chicago, and New England did.

2019 through Pittsburgh: Immediate trouble since the OL starts out with AW and Hav regressing. You can play 2 newcomers inside if the OTs hold up, but with the OTs regressing, the newcomers compound the problem. As a whole the unit is more like the bad games of 2018 part 2.

2019 after Pittsburgh. OL is starting 3 replacements, with basically no game experience among them. 2 rookies and a 2nd year guy who had not played in the NFL and had been with the team for a month. Yet incredibly they show a little promise, and at the same time AW gets it a little bit together.

The only problem with doing season averages on stats is that it does not account for peaks and valleys, like in the 2nd half of 2018. Sometimes a game by game look at the team shows you a different picture than you get from season averages.
