Well to be fair, yes in his 3rd season, 2002, he had 7 games with ratings higher than 90, including 6 in the 100s (and one was 147.6). His avg. qb rating that year was driven down by 5 bad games where he had qb ratings below 70 (and 2 of those were below 50).
I think the main point is, 3rd year qbs have bad games, it's routine.
But I argue that if they showed sustained high play in consecutive games before that, chances are the down games are just blips on an overall upward trajectory.
Plus I like using the words "blip" and "trajectory" in the same sentence.
