i dont know how to measure "a player that played up to his draft status." its too subjective.
in any event lets assume you are correct? you need a comparison group. How does snead compare to other gms? is bellick good? heres the 2016 patior draft. which one if any of these players have "played up to his draft status"?

and liking him is an opinion. you can have yours. but im not basing my opinion on whether hes a guy i want to have a beer with. the question is whtehr hes good at his job so lets use performance based metrics and compare those to others who do the same thing. its possible that your 53 percent hit rate is better than you think.

Also, i don't consider myself as uninformed. It's an opinion and there is no right or wrong answer. Some like him better than others.
He had some big hits that's for sure. But his misses were some big misses. Also, you have to consider he had a bunch of extra picks from trades that make his hit percentage better than what it would be if they had just had their own picks. Again, all my opinion.
