I have no idea where Snead should rank among all other GMs. I suspect it's a musical chairs as GMs slip into and out of favor according the success of their team. And some GMs (like Newsome) have a small handful of good years and that seems to cement them for all time no matter what happened before or after those handful of good years. Popularity also matters.
Snead was saddled with an inept and outdated Jeff Fisher for 5 years who managed to get the least out of his players and team; so even though Snead drafted some good players (like Aaron Donald), the awful results stayed the same.
The identical players, under different HCs, OCs and DCs, and schemes, can be greater or more average on paper. I think that generally goes with teams as well. I suspect in a few years we'll see Snead's star rise a bit as the Rams seem pretty set for long term success.
