Woods is a nice piece to have but not a go-to #1 stud wr, that's already been written in stone. Can he find the perverbial acorn? Sure, see Britt 16' for that but Woods is what he is, a decent to good professional receiver who will be were he's supposed to be when he's supposed to be there. Nothing more, nothing less.
And...sometimes those guys develop to the point where a team can use them as a #1 WR. Like Baldwin in Seattle or Tate in Detroit. Can Woods be that? I think yes it's possible.
He doesn't have to be a stud elite receiver. The way I am defining the term, though, he can though be a #1.
Look at all the playoff teams. 10 of 12 last year had a guy who did that. Not all of the leading receivers on those 10 teams would be guys you might say beforehand were "go-to elite stud WRs." But they did all have the production.
BTW, the way I see it, Woods DID perform well. Considering that he was on a team that didn't throw much, had qb issues, and he was always the 2nd choice after Watkins, who was their featured guy. Sometimes you have to look past the numbers and ask "how would this guy do in a different situation."
