Woods is a nice piece to have but not a go-to #1 stud wr, that's already been written in stone. Can he find the perverbial acorn? Sure, see Britt 16' for that but Woods is what he is, a decent to good professional receiver who will be were he's supposed to be when he's supposed to be there. Nothing more, nothing less.
