They prefer to take a different path then some other coaches. Fisher took mcnair at 3 (I think) and brought him along slowly. Drawing on that experience probably explains his approach to Goff.
In addition as pointed out by others most overall #1s go to horrible teams often with new coaches. The rams are neither and poised to win. So why not let the stopgap guy play until he proves he can't.
