You make a compelling argument. I can definitely see TE over CB, but I'm not sold on WR.
As things stand ...
Nacua averages 92 catches a year as WR1.
The last 5 years Adams has caught 115, 123, 100, 103, and 85 passes as WR1. Can we expect him to catch 90 with the Rams?
And Atwell is in line for 40ish.
Would you expect a rookie WR to catch more than 40 balls and average more than 14 yards a catch? If not then why not just stick with Atwell?
If you expect the guy to catch 60 then where are those other 20 catches going to come from? Do you want Nacua to drop to 82 and Adams to only catch 80? That's doable, but I'm not sure that makes the Rams' offense better.
I'm totally on board with adding speed to the Rams offense. But I would add a TE with speed and give him 70 targets - the ones Parkinson, Davis, and Long got last year. And also add a RB with speed and give him 50 or 60 carries and throw him the ball 30 times (and take that load off of Williams).
And
then draft a WR later in the draft who can add a speed element next year after Atwell leaves in FA and if the guy develops into a legit WR2 then so much the better. If not, draft a WR2 next year.
