Goff signed his extension in September of 2019, after the Rams lost SB53 ... but before Goff regressed.
And I know it's a technicality, but McVay doesn't sign players - Tony Pastoors does.

And yes, I know that Pastoors wouldn't extend a player without McVay's recommendation. But that's the sequence: McVay recommends it, Pastoors negotiates the deal.
