My impression is that Goff regressed when McVay's offense evolved and Goff couldn't keep up.
In Detroit they seem to be happy featuring what Goff does well. McVay could have done that, too, but he chose to get a QB who could not only operate the 'new' offense, but who could keep up as the offense continued to evolve.
The specific changes I think McVay installed after Belichick administered that lesson in the SB: sight adjustments on routes and timing passes that require anticipation rather that reaction on the QB's part. I don't know where to look it up, but I'd bet good money that the Rams run more of both than Detroit.
