I don't think Jefferson is eligible for the PUP list.

From this site [www.nbcsports.com] : "The physically unable to perform (PUP) list is for players who are carrying football-related injuries entering training camp. Players on the PUP list are allowed to participate in meetings and use team facilities, but they can’t practice."

VJ was healthy when training camp opened and was subsequently injured. Since he was initially able to practice he can't go on the PUP list.
