I just think you are looking at Tutu all wrong. They guy is 150lbs and not matter how good his technique is as a blocker he will never be an outstanding blocker. None of the little guys that have succeeded in the NFL have ever been good blockers. The Rams have plenty of WR who can block. They don't need Tutu to be a blocker or like the other WR.
Tutu brings, or I should say potentially brings, something different to the table. He brings speed, quickness, great hands and apparently can run a route tree. Tyreek Hill is not a good blocker & doesn't play on Special Teams but he is a little guy and one of the most dangerous players in the entire league. I am not saying Tutu can be Tyreek Hill but if he can do some of what Tyreek Hill does with limited snaps he will bring another dynamic to the offense that the other WRs on the roster.
McVay has stated that he has a plan for Tutu. I doubt is the be a typical WR3/4 but someone who can challenge the defense in a what that no other WR on the roster can. I suspect that he won't be a high usage player but that there will be times in the game where his skills can be exploited for maximum impact. While he may not be able to block after a few big plays he may be a guy who can draw double teams or force a team to keep a safety deep.
From all reports, numerous reports, Tutu had a great camp and showed that he has the skills to make big plays. Apparently he did that so convincingly that McVay has decided not to put him in any preseason games. It seems he has proven himself to McVay enough to earn a roster spot. What I don't understand is why you think that exposing someone who the coach sees as rotational player to in the offense to injury is a good idea.
My last point is if Tutu can bring something different and unique to the offense that makes the offense more explosive and less predictable why that doesn't stand on it's own merits. I don't understand why we think it is better to have 2 or 3 WR with similar skill sets who while they can play special teams won't see the field very often and when they do see the field they won't be a high leverage target. We already have Kupp, Robinson and Jefferson & if we go with 4 WR the 4th guy is that last target in the mix and the other 2 are still on the bench. Tutu can get in for a few plays a game as the WR3 & 4 and be one of the primary options in the play. We are really deep in the WR room but Tutu the skills Tutu brings aren't duplicated as they are with the others.
I think the big question with Tutu is can he hold up. In Training camp we know he could get open, could make the explosive play, and had great hands. What we don't know is how he will hold up against the violence of the game. I think it is probably better to find that out during the season.
