Not that 43 needs me to defend him, but let me jump in and say that what he actually meant seems pretty clear.
The way I read it 43 sees Kupp, Robinson, McCutcheon, Skow, Harris, and Tutu as the current 'top 6' WRs. And with Jefferson currently IR'd it makes sense not to count him right now. (Same as one wouldn't count Bruss when naming the top 10 Rams OL.)
Further, saying "... all the other top 6 WR’s have good size and catch radius advantage" makes it clear that he considers Tutu one of the top six, otherwise the statement would say "..the top 6 WR’s have good size and catch radius advantage". (i.e. "the other top 6 WR" means the guys in that group other than Tutu.)

I would agree Tutu is one of the Top 6 but does seem to lack the traits McVay usually covets in a WR. You make very good points!
