'Let's not draft someone because we may or may not have Goff'. Or 'let's not pursue another free agent QB because we may or may not have Goff'. Or - we'll run OTA's with a guy wearing a Goff mask and, oh, boy wait till he gets here and we really get cooking'.

The season starts way before June 1 and waiting on your starting QB till then seems like it's likely going to end in disappointment.
