Whether it's NFL Europe, the AAF, USFL, whatever, the league needs a spring developmental league. And THAT, if done well, would easily more than make up for the shortening of the August preseason.
I always liked the NFL Europe model. Maybe not over there again- maybe the costs are too much. But having teams "assign" 7-8 players each to the league in the offseason, they'd wear the NFL logo of the team they were from on the shoulder of their jerseys, etc. Have 6 teams stocked with all those guys. Go to cities like St. Louis, Portland OR, San Antonio, Orlando, etc.
