The rookies pay scale benefits veteran players, not the owners.
The salary cap is based on league revenues and it doesn't matter to the owners how the money is distributed. What the rookie pay scale does is limit how much players make in their first 4 years. But the money saved on rookies doesn't go to the owners - it becomes available to players signing their 2nd, 3rd, etc contracts.
