Well 3 things about that.
First, if his value to the team does not match his real value, then, that's the same as not wanting him. Trade him then.
Second, no markets don't work that way in the NFL. Position groups go up regularly when it comes to 2nd contracts. Every single FA WR up for a 2nd contract signed for around 16 M. 16 M was the market for WRs in their 2nd contract in 2018. If the Rams didn't offer that, then, they would not have gotten a deal. So the question then is, what is the market in 2018 for someone who belongs to the unofficial but real "best defender in the league" category? Cause that has more to do with what he is worth than "how the team values him"
Third even if that were the case and it was how the team valued him and not how the market does, it is entirely possible for the team to be WRONG about that. They were with London Fletcher. They were with Ogletree, just the opposite way. So a player has a right to say "your offer is too low for these reasons." So no it's not up to this subjective idea of what he's worth just to THEM, since nothing guarantees that they're right about his value overall. That's how markets work.
