Fisher had the most power in determining who he wanted to retain.
He had already given the edict to keep JJ. That's an established fact.
He didn't do negotiations and neither does McVay.

That may well have been the case with JJ and the Rams. That was very much implied by some of JJ’s comments after early negotiations fell through.
Another thing, and this is admittedly speculation. But it’s possible that JJ was fed up with Fisher’s incompetence and the losing culture of the Rams at the time. He just wanted to get the hell out, IOW.
AD might have had a touch of that exhibited in his outbursts in ‘16, too. Fisher was fired none too soon.
